          BIO OF WARREN HARRIS LEVICOFF LICENSED PRIVATE INVESTIGATOR  

Warren Harris Levicoff has been an investigator for over 55 years and a licensed PI for 45 years. He has worked as an investigator, executive protection agent, security consultant, legal photographer, fugitive recovery agent & law enforcement firearms instructor. Levicoff now specializes in getting work done in foreign countries for other PIs. He is currently licensed in the USA States of PA, NY, OH & CA. During his career, he has done freelance assignments for the U.S. Secret Service, FBI, Taskforce on Organized Crime and Racketeering, U.S. Postal Inspectors, US Marine Corps, London Metro Police (Scotland Yard), the Intelligence division of Mexico Customs, Korean INTERPOL, King Fahd Bin Abdul Aziz of Saudi Arabia, Uhuru Kenyatta-President of Kenya, UK’s Princess Diana’s Butler-Paul Burrell, G. Gordon Liddy & Ex-President Dwight D. Eisenhower.  He is the owner of International Detective Services Ltd & director of international investigations & executive protection for Target Research & Investigations Corporation of New York City & was the Qualified Manager of L.A. Research in Los Angeles.

He has given instruction to police, security persons & civilians, locally, nationally & worldwide. He was a firearms instructor & consultant to the Defense Ministry of the Philippines, chief handgun instructor to the Detective Division of the Palestine Authority Police Department & Non-lethal weapons consultant to the children of King Fahd bin Abdul Aziz, of Saudi Arabia.  He was hired as an expert witness by the Nationalist political party of Taiwan China to investigate the shooting of President Chen Shui-Bian.  As an instructor at Executive Security International (ESI), he has also taught legal photography, surveillance, & bail enforcement. He was a firearms columnist for The Professional Investigator, The Voice of the American Bounty Hunter & Pursuit Magazine & a contributing writer/photographer for PI magazine in Ukraine.

Since 1995, he has been the Chief Investigator for all three of Philadelphia’s Legal Aid Services & was the recipient of The Chief Justice Brennan award. Criminal defense investigations are usually limited to self-defense homicide, bail enforcement & international travel. He is a multi-state, court certified expert witness in these areas & firearms/shooting cases.

A graduate of the U.S. Army Photography School, he was a photographer at the U.S. Military Academy, West Point NY from 1964 to 1967 & a freelancer photographer for UPI & Life Magazine during this time. Legal photo training was also received through, the Philadelphia Police Department Photo Lab & Evidence Photographers International Council.

His professional memberships included the following: PA, NY, CA, TX, AZ, NJ & FL PI associations, & World Association of Detectives (WAD), Council of International Investigators (CII), United Kingdom Professional Investigators Network (UKPIN), Association of British Investigators, (ABI) Asian Professional Security Association-Singapore Chapter (APSA) & INTELLENET.  He is a proud member of World Association of Professional Investigators (WAPI) and was the voted the first recipient of the “Most Outstanding International Investigator of The Year” award by WAPI, at the 4th European Detective Congress in Watford England.  He was this association’s USA representative for 10 years.  He was on the advisory board of the National Association of Bail Enforcement Agents & was an adjunct instructor for them & for the National Institute of Bail Enforcement in Arizona. He is currently on the advisory board of the National Association of Fugitive Recovery Agents and is a co-founder & on the board of the International Association of Legal Research and Investigation (IALRI), based in Yerevan Armenia.

He speaks travelers Mandarin Chinese & Spanish. He has worked & traveled in every state in the USA except Hawaii, & in the following countries, Canada, England, Scotland, Ireland, France, Monaco, Spain, Italy, Netherlands, Germany, Switzerland, Austria, United Arab Emirate, Mexico, Argentina, Puerto Rico, St. Thomas USVI, Martinique, St. Martin, Aruba, China, Hong Kong, Taiwan, Thailand, Singapore, Malaysia & Ukraine.          END
