JEFFREY A. WILLIAMS, CPP, BAI – is Vice President of Orion Support Inc., a full service, corporate investigative firm operating Philippine-wide since 2001.  Prior to that and from his retirement from the US Air Force Office of Special Investigations (OSI) at the U.S. Embassy, Manila in 1992, he was the Country Manager for Pinkerton Consulting & Investigations - Philippines, a subsidiary of Pinkerton USA.  He was promoted to Asia Vice President for Pinkerton in 1997.  In that capacity, he supervised Pinkerton’s fourteen offices situated throughout ten different Asian countries until early 2001 when Pinkerton was purchased by Group 4 Securitas.  He then resigned and opened his own company in the Philippines, Orion Support Inc.

Upon enlisting in the Air Force in 1969, he served as an Airborne Russian Intercept Operator with the USAF Security Service and from 1971-1972, was involved in direct combat support operations in Vietnam focused on the Russians manning the Surface to Air Missile Sites in  North Vietnam.  He was awarded Permanent Wings, the Combat Crew Member Badge, 4 Air Medals and the Expeditionary Medal.  Thereafter, he flew similar flights on USAF  RC-135 aircraft targeting the military activities of the Soviet Union both in the Pacific and European theaters.

In 1975, he cross-trained into the Air Force Office of Special Investigations (AFOSI) and was immediately brought into their Counterintelligence Directorate, presumably based upon his past focus on Russian activities.  He served at seat of government locations, worldwide, to include behind the so called Iron Curtain in Berlin, GE as a Special Agent and Counterintelligence Officer, specializing in counterespionage operations in Western Europe and the US until 1983; when he was assigned to Central America as a Counter terrorism Officer.  From 1984, he served as the Commander, OSI at the U.S. Embassy, Manila, through the Philippine People’s Power Revolution in 1986 until his retirement in 1992.  He worked jointly with the PC/INP, which was renamed the Philippine National Police in 1991; the National Bureau of Investigations, the military and police intelligence services, ISAFP, MIG and the National Intelligence and Coordinating Activity (Philippine CIA).

His worldwide awards while with OSI include but are not limited to:

Runner-Up for OSI’s Worldwide Special Agent of the Year in 1976 out of 2,300 Agents     

In his first full year of service in OSI; Numerous Special Agent of the Year Awards in varied Districts in the US, Western Europe and Asia from 1978 – 1985; Commander - Outstanding Worldwide OSI Detachment of the Year in 1986 at the US Embassy, Manila, Best Source Program in the entire USAF in 1987, Worldwide Counterintelligence Collector of the Year for the entire U.S. Dept of Defense in 1987 and awarded by the Under Secretary of Defense in Washington DC that same year;  the Bronze Cross Medal for Bravery from the Philippine Constabulary/Integrated National Pollice (PC/INP) in 1990 and Inducted into the USAF OSI Counterintelligence “Hall of Fame” in Washington D.C. in April 2008, the 24th Inductee at that time since 1947.

 

After his retirement from the USAF OSI in 1992 and joining Pinkerton (Asia) Ltd that same year, he was selected for the following two worldwide awards.

Pinkerton Worldwide Investigations Managing Director of the Year in 1997

Pinkerton’s International Managing Director of the Year – Leadership Award in 1998.

Jeff has a Bachelor’s Degree in criminal justice from the University of Maryland and a Master’s Degree in Management.   He is Board Certified in Security Management by the American Society for Industry Security(Intl), a 35,000+ member worldwide security and investigation association and Board Certified as a Worldwide Investigator.

He was the Founder and managed Orion Support Inc., a Philippine-wide security and investigations company from 2001, semi-retiring in 2023 when he gave his 18 member Philippine staff ownership of the company.  Mr. Victor I. Moran, Jr. currently manages the company, but Jeff continues to support the company with his worldwide contacts and 45 years of investigative expertise. He is involved in managerial support of all worldwide association (Intellenet & CII) member requirements in the Philippines.
